Car tuning works approximately in the following way:
The engine controls of the corresponding car contain so-called characteristic curves, that define the behavior of the control mechanisms under certain conditions. For example: The characteristic curves define, that the injected fuel quantity X at motor rotation speed Y and air temperature L should have a certain value. Additionally material balances are created for a lot of cars, that have to be within certain ranges of tolerance. Certainly other values like air pressure, fuel quality, created force (yes, by use of the torque sensor within the gearbox, dear BMW-drivers) etc. are considered.
The amount of considered factors differs by car brand and type. The age of the car is also relevant. Older cars usually consider fewer factors and are easier in construction. A short note here: There are differences in quality when tuning. It is a difference if a tuning is made via resistor in the air flow meter signal chain or other sensor chains, or if the new characteristic curve is created in consideration to the mass balance on the motor power testing station and then implemented via a processor module or modification of the control unit.
Take care on who is offering you a tuning! The customer has nearly no option to check the quality of the tuning before the order. Thus it is necessary to check the reputation of the tuner. Take the trouble and get information about the vendor and get an idea of him. When tuning via OBD Interface one should consider the following:
One should not use operating systems with true multitasking for programming the control units. These include amongst others Windows NT/2000/XP and Linux. The fact that the operating system stops the tasks for a short time to check if they are still responsive leads to an interruption of the communication to the car or “loss” of bits. For tuning operating systems like DOS Windows95/98/ME are more suited.

Newer cars are generally more suited to be tuned via OBD than older. When tuning via OBD is not possible, one needs to unsolder the respective chip and program it directly.
It should be observed, that the car manufacturers take great efforts to make it difficult to change the characterisitc curves that are in relevant for power yield.
Then EPROMS needed to be unsoldered, reprogrammed and soldered in again, whereas nowadays the security measures are more software sided. One Sicherheitsmechanismen eher softwaremäßiger Natur sind. One makes use of security measures like encryption, digital signatures, etc.
All in all it keeps a fact, that all efforts of the manufactures are cancelled and bypassed by bright heads sooner or later. ( The legal consequences are disregared in this context)
